Meta Blocks Purchase Optimization for Health-Classified Ad Accounts
A new AI classification system is quietly capping supplement and wellness advertisers to upper-funnel bidding events. Here is what changed on Meta ads and how DTC brands are adjusting creative and testing to keep performance up.
Something changed on Meta this year that most supplement and wellness advertisers only noticed after their numbers moved. Accounts that Meta classifies as health-related are being restricted from optimizing campaigns for Purchase, Add to Cart, or Lead events. If your ad account gets swept into that classification, you are left bidding on upper-funnel signals like Landing Page Views or ViewContent, whether or not that is what actually drives your business.
Meta began rolling out these restrictions in 2025.
This is not a creative policy update like the pre-approval and claims rules we have covered before. It is a change to what the algorithm is allowed to optimize toward, which affects performance even on ads that would sail through review with no flags at all.
Why this is happening
Meta has been layering AI-based classification on top of its existing health and wellness ad rules. The system looks at product category, landing page content, and past ad copy to decide whether an advertiser sits in a restricted vertical. Supplement brands, weight management products, and anything adjacent to a medical claim are common targets for this classification, even when every individual ad is fully compliant.
Once an account is classified this way, the optimization event options in Ads Manager quietly narrow. There is often no notification explaining why CPA crept up or why a campaign that used to convert well now looks flat. The account is still running. It is just optimizing for a different, less direct signal than it used to.
What this means for your testing playbook
If you have been running standard Meta testing built around Purchase or Add to Cart optimization, you may need to rebuild your measurement and creative approach around what the account is actually allowed to optimize toward right now.
A few adjustments that matter here:
Lean harder on ViewContent and landing page engagement as your primary signal, and build creative that earns real attention in the first three seconds rather than creative built purely to drive an immediate click to cart. Upper-funnel optimization rewards ads that hold watch time and engagement, not just ads that promise a fast sale.
Treat your landing page as part of the ad. When Meta is optimizing toward page views and content engagement instead of purchases, the page itself needs to do more of the conversion work, since the algorithm is no longer chasing the purchase event on your behalf.
Check your account's current optimization options before you diagnose a creative problem. If CPA is drifting and your creative has not changed, the first thing worth checking is whether your available optimization events changed instead. This can look exactly like creative fatigue when it is really a bidding restriction.
Diversify beyond Meta lower-funnel dependency. Brands leaning more on Amazon Sponsored Brand Video, TikTok, and YouTube are less exposed if one platform tightens what it allows a health-classified account to chase.
What has not changed
To be clear, this is not a compliance rule about what your ads can say or show. Your FTC and platform compliance obligations are still entirely your own responsibility, and this shift does not change what claims are allowed. It changes how the algorithm is permitted to optimize your spend, which is a performance and measurement problem as much as a creative one.
We are not compliance lawyers and we do not verify your claims for you. What we can do is build creative that performs under whatever optimization constraints your account is actually running under, because a beautiful ad optimized for the wrong event still underperforms.
If your Meta numbers have been drifting for no obvious reason, it might not be your creative. Come talk to us about what we are seeing across supplement accounts right now, and we can help you figure out whether it is a testing problem or a bidding problem: design4.ca/book
